If you plan a release for 17:00 UTC, the question is not only what that becomes locally, but whether the local result is reasonable. Noon in one city and 02:00 in another may change the publishing plan entirely.

If the client says 17:00 in their timezone, convert that exact moment instead of translating “end of day” loosely. Concrete times prevent avoidable disputes.

This tool converts timezones. It does not know your calendar, your working-hours preferences, or which participants are actually available. It gives the clock-time answer; you still decide whether that answer is socially or commercially sensible.

Does it account for daylight saving time?

Yes. The converter uses your browser's Intl.DateTimeFormat API, which applies current DST rules for each timezone automatically.

Why does it use a fixed date internally?

DST rules depend on the calendar date. A fixed January reference date is used for consistency — actual offsets during summer may differ by one hour in DST-observing zones.
